Saute garlic, onion and ginger in palm oil. Add chicken and cook until golden brown. Add patis and simmer for 1 minute. Put water and boil until chicken is tender. Add papaya and simmer for 5 minutes. Add sili leaves and pepper. Simmer once. Season to taste. Serve hot.
