Put water, beef shanks, tongkoy and onion in a pressure cooker. Boil for 20 minutes or until meat is tender. Remove pressure cooker on fire, cool down then open. Put it back on fire, add corn, saba, bamboo shoot, lemon grass, beef cubes and fish sauce. Simmer for 3 minutes. Add string beans and cabbage. Simmer for another 2 minutes or until vegetables are done. Taste with salt and pepper.
