SPRINKLE fish with 1/2 tsp iodized fine salt (or 1-1/2 tsp rock salt) and 1/4 tsp pepper. Fry until golden brown. Set aside.
SAUTÉ onion, ginger, carrot and bell pepeper. Add all the remaining ingredients. Simmer while stirring for 5 minutes. Adjust taste if desired. Pour over fried fish.
