Pour glutinous rice flour in a mixing bowl. Add water. Mix well. Make small balls or patties out of it. Deep fry until cooked.
For the glaze:
put sugar and water in a pan. Boil until it thickens. Drop the cascaron balls or patties in the sugar syrup. Stir so that they will be properly glazed. Serve.
