Heat the oil in a medium casserole. Add onions and garlic and cook 3 minutes. Then add the water, stock cube, turmeric, tomato paste and saffron. Stir well and season to taste with salt and pepper. Cook 10 min till it boils.
Add fishes and cook about 20 min, then add shrimps and scallops and cook 10 more min.
Ladle soup into bowls and serve with grated cheese, and toasted pieces of bread.
