Ingredients:
1 cup fresh tiny shrimps, silver fish or tiny anchovies, cleaned & drained (You can also use grated papaya for a veggie version of ukoy)
1/2 cup rice flour or wheat flour
1/4 tsp salt
1 cup water
1 cup green onion, julienned
cooking oil for frying
Procedure:
Combine rice flour, salt & water in a mixing bowl. Mix well. Add shrimps, silver fish or anchovies and green onions. Mix well.
Heat the oil in frying pan. Scoop 1 tablespoon of the mixture (flatten it) and fry until golden brown. Serve with spiced vinegar.
